Abstract:
In many countries, inland waterway transport could be integrated with land mode, making it more efficient and environmentally friendly. Indonesia has a vast river network, but it remains underutilized, with safety and sustainability concerns often being overlooked. Safety standards for ships operating on waterways have made limited progress, highlighting the need for comprehensive analysis. This study utilizes bibliometric data to examine trends in this area and support the MACTOR method, which helps policymakers select the most effective strategies for preventing accidents and ensuring that regulators and operators maintain safety and sustainability. This study provides insight into the implications of safe ship operation and explores collaboration among stakeholders to improve safety management and promote sustainable transportation systems. Data were collected through focus group discussions with 18 key actors, both directly and indirectly involved in inland waterway transport, followed by in-depth interviews with regulators and ship operators on safety regulations and their implementation. The study reveals that the actors’ engagement is not fully integrated, particularly in addressing issues related to ship operation management, ship condition, and traffic congestion. Therefore, a comprehensive and coordinated management approach is necessary to enhance the utilization of ships, a vital resource for most urban and rural communities.
